§ 2-118. Acts of council by ordinance or resolution.

The council shall act by ordinance or resolution. Law of a general and permanent nature shall be in the form of an ordinance. An expression of opinion, principles, facts, questions, directives, and acceptance of grants shall be in the form of a resolution.
