The council may at any time convey, quitclaim, release, cancel, or otherwise relinquish
any real property easement, right-of-way, permit, or license the city may have or
hold for the purpose of installing, constructing, or maintaining a public improvement,
whenever the interest is no longer used or useful for that purpose.
