§ 32-1. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Department means a major functional unit of the city government established by the city council.

    Department head means a person directly responsible to the city manager for the administration of a department.

    Full-time employee means an employee who works the normal amount of working hours for the class assigned.

    General government employee means a city employee other than a salaried employee.

    Grievance means an employee's oral or written expression of dissatisfaction with some aspect of his or her employment, a management decision affecting him or her, or an alleged violation of his or her rights, for the purpose of attempting to gain an adjustment of said cause of dissatisfaction.

    Permanent employee means an employee who has been retained in his or her appointed position after the completion of his or her probationary period.

    Permanent part-time employee means an employee who is employed regularly for less than the normal number of working hours, but who normally follows a predetermined, fixed pattern of working hours.

    Probationary employee means an employee who has not yet completed his or her probationary period.

    Probationary period means a working test period during which an employee is required to demonstrate his or her fitness for the duties to which he or she is appointed by actual performance of the duties of the position.

    Public safety employee means a person employed in the police, fire or communications departments.

    Supervisor means any person who is responsible to a higher divisional or departmental level of authority and who directs the work of others.

    Temporary/seasonal employee means an employee who has been appointed for a limited period not to exceed one year.
