§ 34-22. Village public safety officer duties and responsibilities.

  • The village public safety officer (VPSO) shall:

    (1)

    Coordinate program efforts with other internal activities or with activities of other agencies.

    (2)

    Delegate authority to subordinate regular or volunteer personnel and hold them responsible.

    (3)

    Initiate appropriate ways and means to ensure that peace and order are preserved within the city.

    (4)

    Initiate appropriate ways and means to protect persons and property from harm.

    (5)

    Initiate appropriate ways and means of crime prevention and protect property from harm.

    (6)

    Regulate all traffic upon public roads within the city.

    (7)

    Ascertain and report all safety hazards within the city.

    (8)

    Enforce all criminal laws, regulations, and ordinances.

    (9)

    Secure all necessary complaints, warrants, summons, and other documents for the enforcement of his or her duties.

    (10)

    Cause to be served and execute any criminal or civil process issued by any court of competent jurisdiction within the city.

    (11)

    Maintain proper records of crimes, criminals, and matters related to the effective and efficient operation of the department.

    (12)

    Provide appropriate care and maintenance of persons taken into custody and maintain appropriate records pertaining to meals served, property seized, phone calls, visitors, and the like.

    (13)

    Take custody of all lost or stolen property recovered and maintain appropriate records of disposition.

    (14)

    Answer all complaints or requests for service made by the public and maintain appropriate records of request and disposition.

    (15)

    Respond to all vehicular accidents and conduct appropriate investigations.

    (16)

    Complete and maintain all state and local accident reports.

    (17)

    Provide appropriate emergency aid and take appropriate precautions for removing any hazardous condition to prevent further accidents.

    (18)

    Establish and maintain appropriate procedures necessary for the effective and efficient operation of the department, consistent with state regulations and guidelines, and those so ordered by the city council.

    (19)

    Establish and maintain appropriate procedures for the effective storage, preservation and presentation of evidence in criminal cases consistent with state regulations and guidelines.

    (20)

    Provide for all necessary training of personnel.

    (21)

    Work closely and effectively with outside criminal justice agencies and state regulatory agencies.

    (22)

    Establish appropriate ways and means for providing immediate availability of police, fire and emergency medical services.

    (23)

    Ensure that all department equipment is provided with appropriate care and maintenance.

    (24)

    Submit a monthly activity report to the city council and provide such statistical data and information requested by the council to assist in the evaluation of community needs, trends, and the like.

    (25)

    Develop and implement a communitywide public safety education program designed to meet areas of public safety need.

    (26)

    Establish and maintain a voluntary fire department and oversee the effective management of this department, as established by state and local guidelines and be responsible for its operation.

    (27)

    Establish and maintain an appropriate voluntary fire service training program as specified by state and local regulations and ensure that all members of this department receive the required training.

    (28)

    Work closely with state and local fire service agencies.

    (29)

    Work closely with elements of the community regarding matters of fire safety and prevention.

    (30)

    Schedule and conduct regular fire meetings, drills and training sessions.

    (31)

    Be responsible for reporting incidents of fire to all state agencies.

    (32)

    Assist in establishing appropriate procedures necessary for the effective and efficient operation of the volunteer fire department, consistent with state regulations and guidelines and those so ordered by the city council.

    (33)

    Maintain a list of all fire equipment owned by the city and make recommendations of additional equipment needed to meet the fire safety needs of the city.

    (34)

    Develop and maintain appropriate response procedures.

    (35)

    Ensure that all fire equipment, apparatus, and facilities are appropriately maintained.

    (36)

    Establish community projects and educational programs related to fire safety.

    (37)

    Carry out search and rescue procedures and operational readiness, consistent with state regulations and guidelines, and coordinate all search and rescue efforts with appropriate federal, state and local agencies.

    (38)

    Be responsible for all search and rescue equipment.

    (39)

    Prepare a comprehensive activity report each month and submit to city council.

    (40)

    Provide other services specified by the council and the city administration as outlined in the formal VPSO job description.
